I recommend WordPress because it is a free and easy option. You can get web site hosting space relatively cheaply and set up is quick. As for blogging, like everything else, you just need to keep up with it. Find interesting topics or current events and give your opinion fairly, without bashing the other side too much.

My blog is WordPress, which is completely WYSIWYG editable. You can use manual HTML if you want but with so much open source available for free like WordPress, why bother?
